By a kind of strange anomaly of fate the civilized world takes interest in the destiny of a multitude of nations with a feeble and scanty population, but no voice raises itself on behalf of the 12 millions of White Ruthenians, whose country has been ruined by the war and torn to pieces.

The country is in complete desorganization, the intellectual leaders of its political reorganization having been forced to flee before the Bolshevistic terror. All intellectual and cultural life has been destroyed, but the imminent danger of an establishment of Bolshevistic power, alien by nationality and spirit, threatens the country with a still more complete ruin, with economical destruction and famine. Owing to circumstances not dependent upon their will, the White Ruthenians have been deprived of the possibility of upholding their independence by the force of arms. Nor is it on the latter they actually rely, but on their right, based on which they herewith address themselves to the Conference of Peace with the urgent request to favour the legitimate claims of the people of White Ruthenia for a political independency. Even the Government of the Soviets acknowledged them after its occupation of the country.

The fate of a population of 12 millions, which has plainly expressed its longing for a free and independent existence, must not depend on the good will of the Government of Moscow, nor can it be considered as an internal affair of Russia. Yet, the independence of White Ruthenia will never be assured without international guarantees and for this reason the Government of White Ruthenia, represented by the Council of Ministers, appeals to the Congress of Peace with the request of taking up the question of the White Ruthenian nation and assist the latter in the organization of an independent state, within its ethnographical and historical limits, and of admitting at the Congress the presence of a delegation from the people of White Ruthenia, to represent their interests and furnish the necessary informations.
